During 2004 - 2006 Sida allocated special 100% grants to eleven large swedish NGOs for work in the area of HIV/AIDS. Emphasis should be on development of new working methods, increased collaboration between organisations, learning and capacity development. During December 2008 to February 2009 Per-Ulf Nilsson and Katja Jassey evaluate the results of the special grant.
